In that respect Vietnam was also very different from the Philippines, where again Christianity was of central importance. One possibility for the political development of South Vietnam seems to have been ruled out from the start: namely the encouragement of military rule. The creation of a national army, structurally separate from the French high command, had been strongly advocated by the Americans in 1952 as part of the price for their expanding military assistance. It might not have been entirely illogical in 1954 to allow the military a more important role, once full independence had been achieved.

Instead they encouraged the creation of a non-Communist regime under the ex-emperor Bao Dai. Despite the fact that the resulting 'associated state' was still completely dominated by the French, the United States gave it international recognition in February 1950 and embarked on a programme of military assistance. But when the scale of the war reached a level which only the Americans themselves could sustain, Washington was able to insist on greater independence for the State of Vietnam. That point was finally reached in I954· While the Geneva Conference was still in progress, on 4 June 1954, France initialled a formal treaty recognising Vietnam's complete independence; simultaneously the State of Vietnam, by a separate act, adhered to the French Union.
